Seriously?!?!
This is just me venting, and I'm not really sure who the culrpit is. I'm not going to name names, but I think it starts with, BILLY!! But I have known Lynlee to leave it this way too, a couple weeks ago I just decided to leave it like this to see if anyone else would put it on but the whole roll got used and then someone put another roll on top!! UGGHH WHY???

I feel your pain! The same thing happens at our house... and only two people that live here are potty trained. I know for a fact that I put the new rolls onto the holder...
